The CEDS process was initiated in October 2006 with a number of meetings between LRPC staff and representatives of agencies that have previously prepared a regional CEDS, representatives of local and regional economic development organizations in the Lakes Region, and representatives of the local business community. The result of the meetings was an initial outline of activities that was presented to the newly-formed Lakes Region CEDS Committee in January 2007.

Activities undertaken in that initial year included the preparation of an Economic Climate Analysis, the compilation of both an Industry Cluster Analysis and a Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis with consultant assistance, the development of an online regional business survey, the development of overall goals and a vision statement, and the organization of a series of subcommittees to move the work of the Lakes Region CEDS forward.

Over the last year since the organization of the six subcommittees, the CEDS Committee has been working to complete the Draft Lakes Region Plan for Sustainable Progress. The Plan has been distributed for public review through January 23, 2009.
