The
Lakes Region Planning Commission (LRPC)
and the Lakes Region CEDS Committee are in the process of developing a
Comprehensive Economic Development Strategy for the Lakes Region. A
Comprehensive Economic Development Strategy (CEDS) is a broad-based,
continuous planning process developed by the U.S. Economic Development
Administration (EDA) that addresses the economic opportunities of a
region. A CEDS documents all potential projects in the region that may
be eligible for funding by the EDA and provides an opportunity to
coordinate federal, state and local funding for economic development.
EDA grants support programs to create or retain full-time permanent
jobs, reduce unemployment and under-employment, and increase incomes in
areas of economic distress. Examples of previously funded EDA projects
include water/sewer capacity improvements, business park
infrastructure, and small business incubators.

CEDS
is
designed to bring together public and private sectors to create an
economic roadmap to diversify and strengthen regional economics.
CEDS integrates regional human and
capital planning in the services of economic development.
CEDS identifies the region’s
unique advantages
capable of attracting private investment to create jobs for
region’s residents. CEDS must be the
result of a continuing economic development process.
CEDS must contain four main elements:
Analysis – assess the regional
economy’s strengths and weaknesses, identify the
opportunities and threats posed by external trends and forces, and
available partners and resources for economic development
Vision – community vision and
goals together with an appraisal of the region’s competitive
advantage, and should set the strategic direction for the action plan
Action plan – priority
programs and projects for implementation
Evaluation – describe process
for evaluation and periodic updates |
